The Royal Cambodian Armed Forces is Cambodia's national military force. The Supreme Commander-in-Chief is King Norodom Sihamoni. Since 2018, General Vong Pisen has been the Commander-in-Chief of the RCAF as head of the Army, Navy, Air Force and the Gendarmerie. The armed forces operate under the jurisdiction of the Ministry of National Defence. Under the country's constitution, the RCAF is charged with protecting the sovereignty and territorial integrity of the Kingdom of Cambodia.

It was created in 1993 by a merger of the Cambodian People's Armed Forces and the two non-communist resistance armies. Two resistance forces, the Khmer Rouge and the royalist National United Army (NUA) opposed the government. The forerunner of the Cambodian Armed Forces is Division 125, established in 1978 by Hun Sen (now prime minister) with support from the Vietnamese People's Army.

The Royal Cambodian Army is the largest RCAF branch, with troops stationed in each of the country's 25 provinces. The Royal Cambodian Navy, the second-largest branch and operates along the Mekong and Bassac Rivers and in the Tonlé Sap lake. The 10,000-person military police force parallels the civilian police, and has posts in every province and municipality across the country. The Royal Cambodian Air Force, the smallest service branch with 5,000 members, operates in every province which has an airport.

The Royal Cambodian Armed Forces was re-established in 1993 after the democratic election of a government consisting of two prime ministers. The armed forces of all parties except the NADK were integrated into a national armed force; the NADK joined in 1998, after Pol Pot's death. The KPRAF dominated the three integrated guerrilla groups, with ANKI and the Khmer Rouge commanders later replaced by those loyal to the KPRAF.

To resolve security problems, the government began a win-win policy in mid-1995 of national reconciliation and unity efforts under the king. Defections of NADK units began in early 1996. The win-win policy of Prime Minister Hun Sen continued to succeed as the last groups of Khmer Rouge guerrillas were integrated into the RCAF in late 1998; this marked the dissolution of the Khmer Rouge's political and military organisation and the return of all seceded areas to government control.

The RCAF undergoes reforms in accordance with governmental guidelines which direct the armed forces to demobilize to an acceptable size, achieve capability and inculcate standards of ethics and dignity, with future advancement towards international standardization. Its agenda includes regional security co-operation.

The RCAF has four branches: the Royal Cambodian Army, the Royal Cambodian Navy, the Royal Cambodian Air Force and the Royal Gendarmerie of Cambodia.

The Royal Cambodian Air Force is the branch of the Royal Cambodian Armed Forces which is charged with operating all military aircraft in Cambodia. 

The Royal Cambodian Air Force is commanded by Lieutenant General Soeung Samnang, who has four deputy commanders beneath him. The Air Force itself is under the jurisdiction of the Ministry of National Defence.

Air Force headquarters are located at Phnom Penh International Airport and is still sign posted Pochentong Air Base. The only operational aircraft at Pochentong Air Base are from the VIP squadron. Maintenance of aircraft and helicopters is also at Pochentong. The airworthy Z-9 and Mi-17 helicopters from the helicopter squadron are based at Phnom Penh International Airport and Siem Reap International Airport.

The Royal Cambodian Army is a part of the Royal Cambodian Armed Forces. It has ground forces which numbered 85,000 divided into eleven divisions of infantry, with integrated armour and artillery support. The Royal Army is under the jurisdiction of the Ministry of National Defence. 

Under the current military plan and divisions, every military region has a full division size. Each division will be supplemented by a mobile reinforcement division in Phnom Penh. The country is divided into six, until recently five, military regions, each comprising three or four provinces. There are garrisons in major cities and major army bases.

General Hun Manet is the commander of the Royal Cambodian Army. He is also the Deputy Commander in Chief of the Royal Cambodian Armed Forces.

The forces are deployed as required across the country and in operations, with bases as follows:

  • Region One: Headquarters are in Stung Treng and the region covers the provinces of Stung Treng, Kratié, Ratanakiri and Mondulkiri.

  • Region Two: Headquarters are in Kampong Cham and the region covers the provinces of Kampong Cham, Prey Veng, and Svay Rieng.

  • Region Three: Headquarters are in Kampong Speu and the region covers the provinces of Kampong Speu, Takéo, Kampot, Sihanoukville, Koh Kong and Kep.

  • Region Four: Headquarters are in Siem Reap and the region covers the provinces of Siem Reap, Oddar Meanchey, Preah Vihear, and Kampong Thom.

  • Region Five: Headquarters are in Battambang and the region covers the provinces of Battambang, Pursat, Banteay Meanchey and Pailin.

  • Special Region: Headquarters are in the capital, Phnom Penh and the region covers the provinces of Kampong Chhnang, Kandal and the greater municipality of Phnom Penh.

Every Military Region is under the command of a Major General, assisted by a Chief of staff with a rank of a Brigadier General. In every province, there is a military base called Military Operation Zone under the command of a Colonel.

The RCAF has sent RCAF personnel to various hotspots as part of the Kingdom of Cambodia's role as a member of the United Nations. Mostly engineers and logistical units, a total of 6,822 soldiers, of them 369 are women, have been so far sent to 10 peacekeeping missions in nine countries.

The Royal Cambodian Navy  is the naval warfare service branch of the Royal Cambodian Armed Forces and one of the three uniformed services of the Kingdom of Cambodia. It has an estimated of 4,000 active personnel and operates 228 boats/ships in active service. It is commanded by Admiral Tea Vinh and sails under the jurisdiction of the Ministry of National Defense.

The navy possesses fifteen patrol craft and a further five patrol craft of the "fast attack" variety. There are also about 200 motorised and manual canoes.

The country's seagoing capability was boosted in August 2005 when China handed over 5 patrol boats. In 2007 a further 10 were handed over worth $100,000,000. The craft were donated to Cambodia by China to help counter piracy, transnational crime, smuggling and to safeguard future oil installations.

In 2007, Cambodia reported that it was increasing the strength of its navy from 1,000 to 3,000 sailors, apart from creating a force of 2,000 Marine infantry.

Many officers of the Royal Cambodian Navy received their training at the Vietnam Naval Academy.

Royal Cambodian Navy also have many plans to strengthen their naval fleets and increase their naval fleet numbers with assistance from China, Germany, Vietnam, Indonesia, South Korea, and Japan.

National Committee for Maritime Security (NCMS) was established in December 2010 on the initiative of Prime Minister Hun Sen and with support from international security partners. Part of its role is focusing on fighting against terrorism, piracy, human trafficking, cross-border crimes, drug trafficking as well as on preserving natural resources and conducting emergency rescue works. It is overseen by Admiral Tea Vinh and has bases in Sihanoukville, Ream and Phnom Penh, working with and for the Royal Cambodian Navy.

National Committee for Maritime Security (NCMS) is also responsible for the security of visiting navy's ships and personnel from neighbouring countries and allies, including China, Russia, Japan and the USA.

The Royal Gendarmerie of Cambodia or Royal Cambodian Gendarmerie, or "Military Police", is a branch of the Royal Cambodian Armed Forces and it is responsible for the maintenance of public order and internal security in Cambodia. The paramilitary unit has a strength of 10,000 soldiers deployed in all provinces. Its headquarters is located in Phnom Penh, with the unit's chain of command through the Royal Cambodian Armed Forces High Command. The Gendarmerie is under the direct supervision of a commander with an equivalent rank to Lieutenant-General. The High Command is responsible for monitoring all Gendarmerie units as well as general training. The current commander of Gendarmerie is lieutenant-General Sao Sokha, a former bodyguard and personal advisor to Cambodian Prime minister Hun Sen.

The Gendarmerie Royale Khmere duties are:

  • Restoring peace and stability if they have been heavily disturbed

  • Counter terrorism

  • Countering violent groups

  • Repressing riots in prisons

Its civil duties include: to provide security and public peace, to investigate and prevent organised crime, terrorism and other violent groups; to protect state and private property; to help and assist civilians and other emergency forces in a case of emergency, natural disaster, civil unrest and armed conflicts.

Its military duties include: to preserve and protect national security, state, property, public peace, and public order, and to assist other security forces in case of emergency, civil unrest, war; to repress riots; to reinforce martial law and mobilisation; to fight and apprehend suspected criminals, terrorists and other violent groups.

The Gendarmerie Royale Khmere consists of 10 battalion sized units. Each battalion has between 500 – 1000 policemen. The principal bases are located in Phnom Penh.

The Gendarmerie monitors all the 25 provinces and 186 districts, working with the local people. The unit includes: a mobile team, consisting of six intervention units, an intervention vehicle battalion, a cavalry, and 4 infantry, with bases in Phnom Penh. The Gendarmerie training school is located in Kambol commune, Kandal Province.
